Pay close attention to the top of the screen where power is distributed in a green line. Once you move a layer, all other routes in that layer will be moved and the power will be diverted depending on where that layer is facing. Each route has different shapes you have to account for that aren’t always so straightforward.

The last Electric Lock Terminal can be encountered in Chapter 14 which is in Waste Disposal. Solve it like the other two and you can proceed with the level. The Waste Disposal electric lock is the most difficult terminal puzzle to solve as it has more electrical symbols that you need to power up.
