The Radio Active substory can be encountered in Chapter 1 by going through the S Sakura River St. in Isezaki Ijincho, Yokohama.
Substory #1: Radio Active Walkthrough
A group of men is gathering around a famous talk show host, Unai Risa, trying to pick her up. Approach the group to engage them in a fight. The enemies are low leveled and are easy to clear out, so it will be a quick battle.
Once the fight is over, Risa will thank you and will tell you about her job and that she is actually on her way to a radio station for a show. This will then unlock the radio feature where you can listen to music and even the talk show episodes that Risa is on, through the radio, jukebox, or even your smartphone. New talk show episodes will be unlocked in every chapter, so make sure to check them out.
