Yes, Dinorexmon makes an appearance in Digimon Survive. However they can’t be found as a normal encounter. You have to digivolve either Agumon or Betamon to their Mega Digimon stage to get Dinorexmon for your team.
Since Agumon and Betamon are partner Digimon, they can only evolve as your progress the story. A Mature Enlightenment Slab isn’t going to evolve them right away.
