Yes. To customize your ship in Sea of Thieves you need to go to any Shipwright which is a shop near the harbor. You can use Gold to purchase cosmetics to decorate your ship with.
You first need to purchase a ship in Sea of Thieves before you can customize it. You cannot customize any of the base ships that you can use for free unless you’re just decorating the skins.
