No, Gotham Knights will not be on PS4. According to the game’s official FAQ, the developers have no plans to develop the game for previous gen consoles.
WB Games Montréal has stated their reasons for not including the PS4 into the list of consoles that Gotham Knights can be played on. According to them, this was to ensure that players have the best gameplay experience possible. Whether this meant that the PlayStation 4 no longer has the capable hardware to run Gotham Knights or WB Games Montréal preferred to narrow their focus is up to interpretation.
