A proprietress in Water Seven wants the Straw Hats help her get ahead of other shops. The Tavern Troubles side quest has Luffy and his crew going around different parts of the city to find out what makes them popular. The problem is that the game doesn’t really indicate which shops you’re supposed to go to and what you’re supposed to do.

Tavern Troubles Side Quest Guide
Go to the Tavern in Water Seven City Area and talk to the Girl Minding the Shop to start the Tavern Troubles side quest in One Piece Odyssey. She’ll introduce herself as Proprietress Lucie and ask you to go around the shops in the city to see what makes them so popular.
This quest won’t feature any battles so you won’t need to prepare for one. However it does take place in two different areas so you won’t need to be in Water Seven City Area for the entire duration.
Here’s a complete walkthrough of every step to complete the Tavern Troubles side quest in One Piece Odyssey:
Talk to 3 NPCs in the Restaurant with Cats
South of the Water Seven City Area, there is a restaurant that has cats everywhere. Talk to three NPCs who will tell you why they love the shop. Each of the NPCs you need to talk to have blue markers above their heads so they’re easy to spot.
Go back to Lucie
Talk to Lucie again and tell her what you know. She’ll ask for a specific perfume that you can only get in Nanohana.
Talk to the Perfume Shop Aroma Store Keeper in Nanohana
Go to Nanohana and enter the Aroma and Armor shop. Talk to the Perfume Shop store keeper and she’ll give you the Men’s Cologne for free.
Give Men’s Cologne to Lucie
Go back to the bar in the Water Seven City Area to talk to Lucie one last time. She’ll give you your reward and you’ll be done with the quest.
After doing all of that, you’re done with the Tavern Trouble side quest.
