To start the Goods from Quintus Storage Quest you first need to head into the Darkwater Wastes over at the Black Streets. Fast travel to the Inner City Rampart and drop below into the sewers. Be careful of fall damage.
The item you’re looking for to start the Goods from Quintus Storage Quest is in the Darkwater Wastes. There are a few enemies in this sewer but they’re nothing to write home about except for the treasure chests at the beginning. One of which is a trap, it is the one on the left.
Enter the hallways and go right. The item is just up ahead and you’ll find it as a burlap sack lying on top of a pile of rocks. There are a few enemies you can dispatch before interacting with it.
Once you interact with the sack, Hilda will note that it looks like it belongs to Quintus. After picking up the item, you’ll have to go to where Quintus is to complete the quest.
You can fast travel to where Quintus is located at the Quintus Storage where you can ask him what happened to his storage. If you’re a bit early, you won’t be able to hand in this quest item immediately until later when you can turn it in.
