Sable Outposts will unlock in Act 3 of the game. Right when Spider-Man is branded as a threat by the gun for hires. Prisoner Camps become available at the same time as Sable Outposts. Not every criminal Spider-Man takes down just disappears into the void. Some carry a grudge, and now they’re out in Manhattan forming camps in the streets. They aren’t stupid and you’d do well to take out the snipers perched on the surrounding buildings first.
