Warp Discs can be bought from Blorto’s shop in the middle of Blim City in High on Life. It’s the shop with an octopus alien with a spatula at the top. Blorto will sell you warp discs in exchange for any warp crystals you’ve collected.

You can only buy warp discs from Blorto after you’ve gotten the warp tool in Zephyr Paradise and not before. After getting the warp tool, Gene will make an offhand comment about checking out Blorto’s shop which you can find smackdab in the center of Blim City. It’s hard to miss Blorto because he calls you over for some less-than-legal transactions.
