This quest can be found insi1de the hospital in Rythal and it will appear after completing the main story quest in Chapter 4. Head inside and talk to Vahnel and he will ask Raymond and the group to deliver something. Accept the request and the side quest will begin.

Once players accept the request, travel to the Imperial Captial of Vey’l. Look for an Elderly Man with a Cat at the main plaza located east of the item shop. Talk to him and drop off the delivery. After which, report back to Vahnel and the quest will be complete.
